What drives the price

The membrane is often a minority of the bid. These items usually explain the gap between the low and high end of the range:

  • Tear-off versus recover. Removing existing layers adds roughly $1–$5 per square foot plus disposal. A recover avoids most of that, but it is not allowed over two or more existing coverings or over a wet base.
  • Insulation and the energy code. A full tear-off with above-deck insulation often triggers an insulation upgrade under the 2021 Illinois Energy Conservation Code, often R-30ci continuous for above-deck insulation in this climate zone, per code summaries. Your contractor and building department confirm what applies.
  • Tapered insulation and drainage. Fixing ponding with tapered insulation, crickets or added drains raises cost but protects the new roof and its warranty.
  • Wet insulation and deck repair. Saturated insulation must come out. Rusted metal deck or rotted wood deck is usually priced per sheet or per square foot once the roof is open.
  • Penetrations and HVAC curbs. Every unit, vent, pipe and skylight needs flashing. Raising curbs to suit thicker insulation can involve a mechanical contractor.
  • Parapets, edge metal and coping. Older masonry buildings downtown often need new coping, counterflashing or wall flashing.
  • Access and staging. Crane time, tight downtown lots, occupied buildings and work around tenants all add cost.
  • Warranty. A manufacturer no-dollar-limit (NDL) warranty requires specific materials, inspections and installer status, which shows up in the price.
  • Season. Some adhesives and coatings have temperature limits, so cold-weather work can take longer.

Typical national range: $40,000–$140,000

National planning figure only, based on the ranges in the table above. It excludes tapered insulation and energy-code insulation upgrades, deck repair, HVAC curb work and crane or access costs. Local bids vary; a contractor's on-roof inspection is the only way to price your building.

Repair vs recover vs replace

The right option depends on how much of the roof is wet, how many layers are already there and how long you plan to own the building.

OptionWhat it isUsually fits whenTypical national cost
RepairFix specific seams, flashings, drains or puncturesRoof is mid-life, leaks are isolated, insulation is mostly drySmall leak $300–$1,250 (typical ≈ $750)
Coating / restorationClean, repair and apply a silicone or acrylic coatingMembrane is aged but sound, little wet insulation$1.50–$4.50 / sq ft
RecoverNew insulation board and membrane over the existing roofOnly one existing covering, dry base, deck in good shapeSystem price without the tear-off adder
Tear-off and replaceRemove to the deck, repair deck, new insulation and membraneTwo or more layers, widespread wet insulation, or end of lifeSystem price + $1–$5 / sq ft tear-off

A recover is not permitted over two or more existing roof coverings or over a water-soaked or deteriorated base (2021 IBC 1512.2.1.1). This is general information; the contractor and the local building department decide what is allowed on your building. Details on the replacement page and coatings page.

Budgeting and capital planning

For most owners the real question is not "what does a roof cost" but "when will I have to pay for one". A few habits make that predictable:

  • Know each roof section's age and system. Compare it with typical lifespans: single-ply 20–30 years, modified bitumen around 20, built-up 15–30, metal 50–70.
  • Get a condition report. A contractor's inspection with photos, core cuts or a moisture survey shows how much of the roof is wet and how many years are realistic.
  • Set a reserve. Divide a replacement estimate by remaining useful life to get an annual reserve figure. HOAs and condo boards often build this into a reserve study.
  • Budget maintenance separately. Spring and fall inspections and small repairs keep warranties valid and stretch the replacement date. See inspections and maintenance.
  • Plan the season. Replacement bids for spring and summer work are often gathered over the winter. Schools and churches often target summer or school breaks.
  • Leave a contingency. Deck repair and wet insulation are rarely fully known until the roof is open; a contingency line avoids a second board vote.

For scale: the City of Champaign's issued-permits list for March 2026 included a commercial roof replacement permit valued at $273,600. Project size, scope and building type vary widely, so treat any single figure as an illustration, not a benchmark.

Commercial roofing cost questions

What is the commercial roofing cost per square foot?

National cost guides list roughly $4–$14 per square foot installed for TPO, $5–$16 for PVC, $3–$13 for EPDM, $4–$8 for modified bitumen, $4–$12 for built-up and $7–$15 for metal. Silicone coatings run about $1.50–$4.50. Tear-off adds $1–$5. These are national ranges from 2025–2026; Champaign bids vary.

How much does it cost to replace a 10,000 square foot flat roof?

Using national ranges, a 10,000-square-foot TPO roof works out to roughly $40,000–$140,000 before tear-off, or about $50,000–$190,000 with a full tear-off. Where a project lands depends on insulation required by the energy code, drainage, penetrations, edge metal, access and warranty. Use the calculator above, then get local quotes.

Why do commercial roofing quotes vary so much?

Contractors are often pricing different scopes. One bid may recover the existing roof; another includes full tear-off, tapered insulation to meet the energy code, new edge metal and a 20-year manufacturer warranty. Line up the bids by layers removed, insulation type and thickness, membrane thickness, flashing details and warranty type before comparing totals.

Is it cheaper to repair, coat or replace a commercial roof?

Repair is cheapest up front: a small flat roof leak repair runs about $300–$1,250 nationally. A coating costs about $1.50–$4.50 per square foot and suits a roof that is mostly dry and sound. Replacement costs the most but resets the clock. A moisture survey usually decides which options are realistic.

How much does a commercial roof inspection cost?

Inspection fees vary. Some contractors offer a no-charge roof assessment as part of quoting a project, while detailed condition reports, infrared or electronic moisture surveys and core sampling on large buildings are often billed separately. Ask what the inspection includes and whether you receive a written report and photos.
